Draw high/low lines

I'm working with the example from the online help "draw high low lines every X mins"  in my case its 15mins

With a slight difference:

 

PeriodHigh = Math.Min(PeriodHigh, High);

It draws the lines just fine every 15mins.  I want to use the PeriodHigh, in my case green background if Close <= Periodhigh (the blue lines)

 

On the right side of the picture it's always green regardless of where it closes. Not sure how to articulate my problem but it's only supposed to be green when it closes between the period high and period low. How do I fix?
