you have the "Snap to candles" option enabled. If you hold down CTRL+SHIFT while moving the mouse over the chart, it will switch to Freestyle

If you want to change the default to be free floating, go to SETTINGS / CHARTS / GENERAL.   In the Tracing section change the Default Trace to "Freestyle"
